RECRUITMENT OF CONSULTANTS FOR NORDIC ASSISTANCE TO VIETNAM ON
KNOWLEDGE ON MIGRATION RELATED ISSUES FOR THE PROJECT OF STRENTHENING VULNERABLE
MIGRANTS AND THEIR FAMILIES TO COMBAT EXPLOITATION AND TRAFFICKING


I. Back ground and rationale:
Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of
three Nordic Non-Governmental Organizations. NAV's three main program areas are
community development, gender-based violence and HIV/AIDS. Under the theme
Gender Based Violence, NAV will implement in 2008 and 2009 a new project on
"strengthen vulnerable migrants and their families to combat exploitation and
trafficking". The project will be implemented in four communes in Phu Loc and
Huong Thuy districts in the Thua Thien Hue province. One program component will
aim to enable potential migrants to take better and more informed decisions on
migration. This will include providing information on:

a) The Vietnamese labour law and contractual/legal issues
b) Employment counseling services
c) The labour exportation program
d) Health issues: Reproductive health, HIV, hygiene, drugs and alcohol
e) Social services including conditions for accessing such services
f) Registration processes and work permits at destination
g) Procedures for obtaining passports and visas
h) Maintaining contact with the family
i) Safe remittances e.g the banking system

The final development of this component as well as future evaluation of its
impact will be based on a needs assessment. For this task we will recruit a
consultant, who will be responsible for carrying out a survey on identifying
potential migrants' and local stakeholders' (local government authorities,
mass-organizations and partners) current understanding and knowledge on the
above issues as well as information deficits.

2. Purpose of needs assessment:

The needs assessment will serve both as input to tailoring information to
potential migrants, enabling them to take informed decisions on migration, and
to provide a baseline for future evaluations of the impact of this program
component.

  3. Specific tasks

1. Develop a research instrument (questionnaire) to explore in depth:
a. What are the main categories and characteristics of potential migrants?
b. What is potential migrants' and stakeholders' current understanding and
knowledge about migration? What are their assumptions and expectations?
c. How do potential migrants prepare themselves, and from where do they receive
or seek information?
d. What are the most important information deficits putting potential migrants
at risk of exploitation and trafficking?
2. Finalize the research methodology and instrument in consultation with key NAV
staff.
3. Conduct the survey among a representative sample from the four communes in
Phu Loc and Huong Thuy districts.
4. Carry out the data analysis.
5. Submit a report in English and Vietnamese on findings, conclusions and
recommendations with regard to the design of this program component.
6. Facilitate a workshop for presentation of the report to NAV staff and
stakeholders.

  4. Locations:

The survey will be conducted in two communes each in Phu Loc and Huong Thuy
districts in the Thua Thien Hue province. During the preparation and follow-up
of the survey, the consultant will work closely with NAV's relevant staff
located at its main office in Hue City.

5. Time frame:

Deadline for application: 29 February 2008
Deadline for recruitment process: 25 March 2008
Survey: early April 2008
Deadline for report: 30 April 2008

6. Qualifications:

1. Master degree or PhD in sociology, social anthropology, development or a
related field.
2. Minimum five years experience with conducting research and surveys.
3. Background from work with issues related to migration.
4. Experience with program design and implementation of grassroots capacity
building activities is an advantage.
5. Proficiency in reading, writing and understanding English.

  NAV encourage particularly Vietnamese consultants with relevant experience to
apply.

7. Application process

Each consultant will be required to submit the following material in English:

Ј A curriculum vitae providing details on education and experience.
Ј A list of references from similar assignments.
Ј A short description of how the deliverables will be addressed including a time
plan.
Ј An overview of fees and per diems.
